This is a 1997 commemorative restrike issued by the Russian Federation marking the 200th anniversary of Paul I's 1797 rouble, not a genuine 18th-century piece. The original 1797 rouble was among the first coins struck under Paul I, who ordered his own portrait removed from Russian coinage — breaking with Romanov tradition — and replaced the imagery with a plain heraldic design and a stark coin-of-account inscription.
Paul I reigned less than five years before his assassination in 1801.
