La Rioja's "Chacho" is a provincial quasi-currency — a bond-like instrument the province began issuing to pay public employees when federal transfers ran short. The name honours Ángel Vicente Peñaloza, the 19th-century caudillo known as "El Chacho," a regional folk hero executed in 1863. Naming a circulating scrip after him is a pointed political statement, typical of Rioja governor Ricardo Quintela's style.

This 10,000-unit note reflects denomination creep forced by inflation — earlier Chacho issues ran far lower. The QR code links to provincial validation infrastructure, an attempt to discourage counterfeiting in a scrip system that national authorities have repeatedly questioned for legality under Argentina's constitutional monetary framework.
