The BCEAO's 10,000 franc note was the highest denomination in routine circulation across eight West African states sharing the CFA franc — Benin, Burkina Faso, Côte d'Ivoire, Guinea-Bissau, Mali, Niger, Senegal, and Togo. The sheer number of signature combinations across this series reflects the instability of the governing council's composition during the 1990s, a decade marked by structural adjustment pressures, the traumatic 50% CFA devaluation of January 1994, and repeated political transitions in member states.

Alassane Ouattara, who signed the 1992 issues as BCEAO Governor, had left that post by 1994 to serve as Côte d'Ivoire's Prime Minister — his trajectory makes the early signature pairing historically notable.
