Chile's Casa de Moneda produced this series domestically at a time when the country was transitioning out of Pinochet-era economic controls — the Banco Central had only regained genuine operational independence under the 1989 Organic Constitutional Law, passed in the final months of the military government specifically to insulate monetary policy from political interference. That institutional restructuring is the direct reason the issuing authority on notes from this period looks different on paper than it functioned in practice.

The "plain" security thread designation distinguishes this from later issues in the same denomination series where the embedded thread carried microtext. Both variants circulated concurrently for a period, which creates attribution problems when the thread is obscured by folds or soiling.
