Uganda's participation in football's global circuit has always been aspirational rather than competitive — the national team has never qualified for a FIFA World Cup. This coin was issued ahead of USA '94, part of a wave of commemorative silver flooding the market from nations with no direct connection to the tournament. The Bank of Uganda, like dozens of other central banks in the early 1990s, licensed the FIFA name to generate hard currency revenue through collector sales rather than circulation.
