NAVROM was the Romanian state shipping company headquartered in Constanța, and like several large Soviet-bloc enterprises, it issued its own scrip for use within its closed internal economy — canteens, workers' shops, and port facilities where ordinary lei circulation was either impractical or deliberately restricted. These fractional cenți denominations are among the smallest-value pieces in the series and were almost certainly used for canteen transactions rather than wage payments.
Enterprise scrip of this kind was never legal tender and had no value outside the issuing facility. Survival rates are low simply because nobody thought to keep them.
