Zagrebački Plavi — "Zagreb Blues" — was a charitable organization operating in interwar Zagreb that issued meal coupons to feed the urban poor. These vouchers circulated not as currency in any banking sense but as a rationing mechanism, exchangeable for a hot meal at participating kitchens. The organization's name derived from the color of its printed materials, and the coupons themselves occupy an odd corner of notaphily: neither true scrip nor municipal emergency money, but collected today precisely because of that ambiguity.
The Zagreb provenance is certain; broader dating within the interwar period is harder to pin down without archival corroboration.
