Kelantan's silver dirham program, launched under Menteri Besar Nik Abdul Aziz Nik Mat, was a direct challenge to Malaysia's federal currency framework — the first sub-national attempt in the modern Muslim world to circulate Shari'ah-compliant gold and silver coinage alongside a national fiat currency. Bank Negara Malaysia made clear the coins held no legal tender status, yet the state government distributed them regardless, initially through zakat payments and select traders in Kota Bharu.
