The Eastern Caribbean Central Bank issues currency on behalf of eight member states — Antigua and Barbuda, Dominica, Grenada, St. Kitts and Nevis, St. Lucia, St. Vincent and the Grenadines, Anguilla, and Montserrat — a monetary union that has held its dollar at a fixed peg of 2.7 to the US dollar since 1976. This piece is a bullion-adjacent collector issue rather than anything approaching circulating coinage; the ECCB's gold program targets the numismatic export market almost exclusively.
