Greece assumed the rotating presidency of the European Union for the first half of 2003, a term that proved unexpectedly consequential — it fell to the Greek presidency to manage the accession negotiations concluding with the signing of the Athens Treaty in April 2003, which admitted ten new member states effective May 2004. That enlargement remains the largest single expansion in the Union's history.
