Prop copies of the Europa Series 10 Euro note were produced to satisfy demand from film, television, and advertising productions following the ECB's strict enforcement of the 2001 EU Regulation 1338/2001, which criminalised the production of "euro look-alike" materials without prior authorisation. The word "PROP COPY" — or its equivalent in other languages — printed clearly on both faces is the legally required distinguishing mark. Reduced or enlarged dimensions were another common compliance method; notes matching the actual 126 × 65 mm spec had to carry unambiguous text markings instead.
The watermark inclusion on a prop note is unusual and worth noting — most licensed prop manufacturers omit security features entirely to keep unit costs low and compliance unambiguous.
