Kiangnan's provincial mint at Shanghai was among the most technically sophisticated in Qing China, having been established with British machinery in the 1890s. By 1911, the dynasty was months from collapse — the Wuchang Uprising in October ended Xuantong's reign before most of this issue ever reached meaningful circulation. Undated provincial silver of this final reign period was a practical hedge: dropping the reign year insulated the mint from the political consequences of issuing coins under a sovereign who might not survive the year.
