GRADA OSLJEKA' is set at the top, followed by the denomination 'sa 10 filira' in large display type at centre. Municipal emergency scrip from the immediate postwar collapse of the Austro-Hungarian monetary system. Osijek — then still rendered in Croatian as "Osijek" but administratively transitioning from the Hungarian "Eszék" — issued these tiny fractional notes because coinage had effectively vanished from circulation, hoarded or melted down amid the chaos of 1918–19. The filir denomination itself was already becoming obsolete; the new Kingdom of Serbs, Croats and Slovenes was moving toward its own currency, making this issue a stopgap printed against a monetary order that no longer functionally existed.
The "first issue" designation implies at least one subsequent emission, suggesting the shortage persisted longer than authorities initially anticipated.
