One of thousands of Austrian municipal emergency notes — Notgeld — issued during the acute coin shortage that followed the First World War. The Gemeinde Steinbach an der Steyr, a small market community on the Steyr river in Upper Austria, issued these low-denomination notes to keep local commerce moving when small change simply disappeared from circulation. The 10 Heller denomination was among the most practical and most hoarded of the series, being the exact size of transactions that copper coinage had previously handled.

Three signatories authenticate the issue: the signatures of Franz Real, Ignaz Siegl, and Ed. Schipek suggest municipal and possibly local commercial co-authorization, consistent with how many smaller communities structured their issue authority.
