The Ukrainian People's Republic issued this note during one of the most unstable stretches of Ukrainian statehood — a period of overlapping occupations, shifting alliances, and competing governments that made coherent monetary policy nearly impossible. The hryvnia itself was introduced as the official currency unit in January 1918, replacing the karbovanets, a direct assertion of economic independence from Russia that proved short-lived in practical terms.

German and Austro-Hungarian forces occupied much of Ukraine by mid-1918 under the terms of the Treaty of Brest-Litovsk, and these notes circulated alongside a tangle of other currencies. The UNR's printing infrastructure was limited, and several denominations of this period were produced under considerable logistical strain.
