Negros Occidental was one of several Philippine provinces that organized its own emergency currency after Japanese forces severed supply lines and Manila-issued notes became functionally useless in the interior. The Provincial Currency Committee issues of 1942 were guerrilla-adjacent by design — locally authorized, locally circulated, and deliberately kept out of Japanese hands where possible.

The S649 is among the more commonly encountered Negros emergency notes, though significant variation exists in paper stock across surviving examples, reflecting improvised wartime procurement rather than any formal printing contract.
