Cuba has issued Che Guevara commemoratives repeatedly since the 1970s, but this 2003 piece falls within a period when the Cuban state was aggressively marketing silver collector issues to foreign buyers as a hard-currency revenue stream — euros and dollars the domestic economy desperately needed.
