Cubacafé — the state enterprise responsible for Cuba's coffee export operations — issued these peso-denominated bonus coupons as a worker incentive scheme during the depths of the Special Period, the economic crisis that followed the Soviet collapse. Hard currency was scarce, imports had collapsed, and basic goods were often inaccessible through normal state channels. These coupons gave enterprise workers purchasing power at designated outlets outside the standard rationing system.

The scheme was narrow in scope and short-lived, which is why these coupons surface rarely. Issued internally, never redeemed for foreign exchange, and discarded once the program ended.
