The Yemen Arab Republic's early banknote series was produced at a moment when the country was still consolidating after the 1962 revolution that ended the Mutawakkilite Kingdom. Bradbury Wilkinson, based in New Malden, had long handled sensitive print work for postcolonial and newly republican governments across the Middle East and Africa — Yemen was a natural client.

P#13 is the second issue of this denomination from the Central Bank, which had only been established in 1971, two years before this note was released.
