Cambodia's Ministère du Tourisme issued these small-denomination bon touristique coupons as a controlled foreign exchange mechanism — a way to extract hard currency from visitors while restricting where and how they could spend it. The system operated during Sihanouk's neutralist period, when the government was simultaneously courting Western tourists and maintaining tight economic controls inherited from the French protectorate administration.

The bon touristique series circulated in parallel with regular National Bank issues but was redeemable only at designated hotels and state-approved establishments, not through ordinary commerce. Surviving examples are scarcer than their nominal obscurity might suggest — most were spent, and few travelers thought to keep them.
