Pakistan's Haj pilgrim issues were a specialized parallel currency authorized for use by Pakistani nationals traveling to Saudi Arabia for the annual pilgrimage. The State Bank issued these notes to control foreign exchange outflows — pilgrims could not take standard rupee notes abroad, so dedicated Haj rupees were issued instead, redeemable only within the pilgrimage circuit and theoretically preventing hard currency speculation.
The "R" prefix in the Pick catalog designation distinguishes this as a regional or restricted-use issue. These notes were not legal tender in Pakistan itself, which severely limited circulation life and means unspent examples were often returned and destroyed. Genuine used survivors are considerably scarcer than their face value suggests.
