The National Bank of the Serbian Republic — the Bosnian Serb entity centered in Banja Luka — issued this denomination during the hyperinflationary collapse of 1993, when the Yugoslav dinar was losing value faster than notes could be printed and distributed. The "not issued" status here is significant: by the time this 100,000,000 dinar note was prepared, the denomination had already been rendered practically worthless by inflation, and the series was overtaken by successive revaluations before distribution could occur.

Unissued examples survive in relatively consistent condition precisely because they never entered circulation channels.
