INA — Industrija Nafte — issued petroleum-product coupons and internal vouchers through its regional subsidiaries during Yugoslavia's administered-price period, when fuel and gas allocation was partly managed through non-cash instruments. This Zagreb gas division voucher, printed by Zavod za Izradu Novčanica (the state banknote printing works in Belgrade), was produced by the same facility responsible for official Yugoslav dinara issues — an unusual arrangement that gave these quasi-monetary instruments a level of technical security normally reserved for sovereign currency.
