This is not a federally issued banknote. Iowa, like all U.S. states, has no constitutional authority to issue currency — the power was consolidated at the federal level under the National Bank Acts of the 1860s and has remained there ever since. A "State of Iowa 100 Dollars" note dated 2022 exists outside any legitimate monetary framework, and is almost certainly a novelty, souvenir, or fantasy item produced for the gift or collectibles market.
The hologram security feature on a piece with no issuing bank, no federal reserve district designation, and no legal tender status is decorative rather than functional.
