Diori Hamani was Niger's first post-independence president, and this issue was struck to mark the republic's fifth anniversary under his government — a regime that would last until his overthrow in Seyni Kountché's 1974 military coup. The timing of the issue matters: by 1968, Niger was already locked into France's CFA franc zone, making a domestic gold commemorative essentially a prestige object with no monetary function.

KM#11 was produced in limited quantities by the Paris Mint under contract, as Niger had no domestic minting capacity.
