This is a fantasy or regional novelty piece, not an instrument issued by any Czech monetary authority. The Czech National Bank has had no "Oblast Morava" issue in its history, and no legitimate banknote issued in the Czech Republic since 1993 carries watermark security as its sole listed feature. Franck Medina is a French designer associated with limited-edition commemorative and fantasy note productions, which places this squarely outside the realm of circulating currency.
Paper composition on a 2020 date is itself a minor curiosity — polymer had become the preferred substrate for prestige issues by this point.
