Suwarrow Atoll is an uninhabited coral atoll in the Cook Islands administered as a national park — it has no permanent population, no economy, and no meaningful connection to the Battle of Cape Kaliakra, a 1791 Black Sea engagement in which a Russian fleet under Ushakov routed the Ottomans. The coin exists entirely as a collectible product issued under a territorial licensing arrangement, a practice the Cook Islands dependency structure has enabled prolifically since the 1990s.
