Qatar's Central Bank was formally established in 1993, replacing the Qatar Monetary Agency that had governed the country's financial system since 1973. This 1998 issue marked the institution's earliest commemorative silver program — the "1st Issue" designation distinguishing it from subsequent releases in what became a periodic series. Gulf state commemoratives from this period were struck in relatively modest quantities and distributed primarily through regional banks rather than international numismatic channels, which has kept many examples in uncirculated condition but limited their penetration into Western auction records.
