Reverse description Text-only reverse enclosed within an ornate rectangular guilloche border with decorative corner motifs and the numeral 100 at upper corners. The central field contains the full printed regulations (Положеніе о разрядѣ билетовъ Государственнаго Казначейства) arranged in two columns of small Cyrillic text across ten numbered clauses, governing interest payments, redemption conditions, and acceptance by state institutions. The series designation СЕРІЯ CDLX (ЧЕТЫРЕСТА ШЕСТИДЕСЯТАЯ) and the interest commencement date are printed in larger type below the text columns.

The Samara Directory notes are among the more legally ambiguous instruments of the Russian Civil War period. This 100 Rouble issue draws on the 1915 Imperial Treasury series but was reissued — or more precisely, revalidated — under the authority of the Komuch, the Committee of Members of the Constituent Assembly that briefly controlled the Volga region in 1918. Komuch was the first anti-Bolshevik government to hold significant territory, and its monetary arrangements were improvised at speed.

The critical detail is the overprint or local authorization that distinguishes P#S783 from the parent Imperial issue — without it, the note is simply a 1915 Treasury obligation. With it, it belongs to one of the shortest-lived Russian regional authorities of the entire Civil War.
