Gabris is a Slovak designer who has produced a long-running series of "fantasy" notes for places that either no longer issue their own currency or never did — Ceylon being one of his recurring subjects. These are not legal tender and have no issuing authority behind them; they circulate among collectors as novelty items and occasional forgery concerns have been raised when uninformed buyers mistake them for genuine historical issues.
The watermark is a deliberate authenticity signal aimed at collectors, not a security measure in any meaningful sense.
