Mongolia's recurring commemorative silver note series has leaned heavily on the lunar calendar as a marketing framework, and the Dragon issue follows the same production model as its predecessors — a polymer-style silver foil construction at .999 fineness, manufactured for the collector market rather than any genuine monetary function. The 100 Tögrög face value is purely nominal; no one has ever tendered one at a Ulaanbaatar cashier.
Silver "notes" of this type occupy an awkward taxonomic position — neither coin nor banknote in any functional sense, but catalogued by Pick and collected seriously nonetheless. Storage flat, away from humidity; the foil laminate on earlier issues in the series showed edge delamination with improper handling.
