Canteen money issued by a provincial detention facility in the Mekong Delta, this note circulated exclusively within the walls of the Vĩnh Long Detention Center — not in any broader monetary system. Vietnamese detention centers and prisons have issued facility-specific scrip to control internal purchasing, preventing cash from circulating among detainees. The handstamp is the only authentication feature, applied at the issuing facility rather than through any centralized printing authority.
Survival rates for this type of institutional scrip are low. Notes were rarely preserved by detainees upon release, and the issuing facilities had no interest in maintaining archives.
