Benin has no meaningful football tradition at the international level — the national side has never qualified for a World Cup — which makes this issue something of an outsider's tribute. France's hosting of the 1998 tournament prompted a wave of licensed commemorative coinage from Francophone African states, most struck by European private mints and distributed almost entirely through the philatelic and numismatic trade rather than through any domestic banking channel.
