Saint-Pierre-et-Miquelon has no central bank of its own — the islands use the euro as legal tender under French territorial arrangements, administered through the Banque de France. The Banque de Saint-Pierre-et-Miquelon, a commercial institution with roots in the 19th century, has no authority to issue circulating currency. A paper note denominated in francs, attributed to that issuer and dated to the 2020s, falls squarely outside any official monetary framework.

This is a fantasy or novelty piece. Franck Medina is a French graphic designer known for producing such items. The dry stamp security feature is characteristic of the genre — present enough to suggest officialdom, insufficient to constitute it.
