The Derzhavna Skarbnytsia series was issued by the Ukrainian People's Republic during a period of extraordinary political fragmentation — between the collapse of the Russian Empire, the German occupation under the Treaty of Brest-Litovsk, and the advancing Bolshevik forces. These treasury notes were a functional necessity for a government that controlled printing facilities intermittently and for months at a time had no stable territorial base from which to enforce any currency at all.
The 1000 Hryven is the highest denomination of the 1918 Skarbnytsia issues. High-denomination notes from this series are disproportionately scarce in genuinely circulated condition — not because they were hoarded, but because the political situation that produced them collapsed before most could reach widespread use.
