Laos issued this coin as a commemorative tied to the Qinghai–Tibet Railway, which had opened in July 2006 after decades of engineering debate over whether a standard-gauge line could survive the permafrost of the Tibetan Plateau above 4,000 meters. The project required the invention of new refrigeration techniques to stabilize embankments. Lao involvement is purely nominal — these pieces were produced for the international collector market under licensing arrangements common to small-state commemorative programs of the period.
