Issued as part of the FAO's ongoing push through the 1970s to recruit member nations into producing commemorative coinage, with proceeds nominally directed toward food security programs. Turkey's participation came during a period of acute economic instability — by 1979 the country was experiencing triple-digit inflation, a balance-of-payments crisis, and rolling political violence that would culminate in the 1980 military coup.

The practical irony of a gold coin struck for a hunger-relief program during a year when Turkey itself was rationing basic foodstuffs was not lost on contemporaries.
