This is a fantasy note — the Galápagos Islands have no central bank and issue no currency. Ecuador has used the US dollar as its official currency since 2000, following the catastrophic sucre collapse. The "Nuevo Sucre" denomination never existed in official Ecuadorian monetary history; the sucre was simply abandoned, not redenominated.
Fantasy polymer pieces like this are produced commercially for novelty or collector markets, with no issuing authority behind them. The sucre's name honors Antonio José de Sucre, but invoking it here is pure branding.
