Obverse description At left, the denomination "1000 РУБЛЁЎ" is printed in bold numerals; at centre top, the first Belarusian state coat of arms "Pahonia" (Knight with Sword on horseback) is rendered as a vignette, as used officially from 1991 to 1995. The upper legend reads "ДЗЯРЖАЎНЫ ПРЫВАТЫЗАЦЫЙНЫ ЧЭК 'ЖЫЛЛЁ'" and below it "РЭСПУБЛІКА БЕЛАРУСЬ", all printed by letterpress on plain paper stock.

(Translation: 1. "Housing" registered privatization vouchers are a state certificate of their owner's right to a share of housing transferred free of charge and are guaranteed by the state.
2. Personal privatization vouchers "Housing" are issued by savings bank institutions at the place of residence of citizens on the basis of the decisions of the executive committees of the district, city, district in cities of the Councils of People's Deputies.
3. The owner of the registered privatization voucher "Housing" has the right to use it for the privatization of housing; exchange for securities; payment of a contribution to a housing and housing construction cooperative; financing of housing construction during individual construction; land privatization; privatization of fixed assets in the process of denationalization and privatization of state property.

Belarus issued privatization vouchers in 1992 as part of its post-Soviet transition, distributing them to citizens for the nominal purchase of shares in state enterprises being transferred to private ownership. The program largely failed — most Belarusians, unfamiliar with securities markets and facing economic chaos, sold their vouchers for cash almost immediately, often at a fraction of face value. The process bore a strong resemblance to the Russian voucher privatization of the same period, though Belarus subsequently reversed much of its privatization course under Lukashenko after 1994.

Printing domestically rather than contracting a Western security printer was a deliberate sovereignty decision, though early Belarusian security printing lacked the anti-counterfeiting sophistication of established European houses.
