Indian Overseas Bank, founded in 1937 specifically to facilitate foreign remittances and overseas banking for Indian emigrants, issued travellers cheques through its external division as a practical instrument for the diaspora and international travelers moving funds without the risk of carrying currency. The Calcutta Security Printers provenance is notable — most major Indian banking paper of this period came out of either the India Security Press at Nasik or the private Calcutta operation, and the choice here reflects IOB's commercial rather than government-linked procurement.
Specimen cheques of this type were produced for bank training, sales presentations, and regulatory submissions — never for encashment. The watermark security on a specimen often goes uninspected precisely because it was never meant to travel.
