This certificate entitles
to receive payment of Rs.1000 (RUPEES ONE THOUSAND ONLY) being the face value of this certificate on or after or at any other date after three complete years from the date of issue of this certificate at the value specified on the reverse and to receive interest on RUPEES ONE THOUSAND at the rate of 7½ per cent per annum payable annually on subject to the terms and conditions stated in Government of India, Ministry of Finance, Notification No. G.S.R. 319, dated the 28th February, 1970, as amended.

National Savings Certificates issued by the Government of India occupy an awkward category for collectors — they are not banknotes, not bonds in the conventional sense, but bearer instruments with a fixed redemption schedule, issued directly by the Ministry of Finance. The Fourth Issue series was part of a sustained post-Independence effort to mobilize domestic savings and reduce dependence on external borrowing, particularly during a period when foreign exchange reserves were under consistent pressure through the late 1960s.

The seven-year maturity term was a deliberate policy choice, calibrated to encourage long-term retention rather than speculative trading. India Security Press at Nasik Road, which also produced postage stamps and currency notes, handled printing — the same facility that had been producing security documents since the 1920s under British administration.
