National Savings Certificates occupy an awkward taxonomic position — they are not banknotes and not bonds in the conventional sense, but bearer instruments issued directly by the Indian central government to mobilize domestic savings, particularly from small depositors and rural households. The 1965 first issue came during a period of acute fiscal pressure: the Second Five-Year Plan had strained public finances, and the 1962 Sino-Indian war had left defense expenditure far above projection.

India Security Press at Nasik, established in 1928 to reduce colonial-era dependence on British security printers, handled the full production run. At ₹1000 face value, this certificate was pitched well above the reach of the small saver the scheme nominally targeted.
