Uganda's 1986 note issue came hard on the heels of Yoweri Museveni's National Resistance Movement seizing Kampala in January of that year, ending a period of catastrophic monetary instability. The country had burned through several currency reforms since Amin's era, and inflation had gutted confidence in Ugandan shillings so thoroughly that the denomination structure had to be rebuilt almost from scratch at the high end.

Thomas De La Rue's involvement was continuity rather than novelty — the Bank of Uganda had relied on them across multiple previous series. The single watermark security level reflects the budget constraints of a government that had just emerged from civil war.
