Micah Cheserem became CBK Governor in 1993, inheriting an institution badly compromised by the Goldenberg scandal — a fraudulent gold and diamond export scheme that had cost Kenya an estimated KSh 5.8 billion in government compensation payments. The 1994–1995 note series was issued against that backdrop of institutional pressure to restore credibility, though the notes themselves show no outward sign of the crisis.
Thomas De La Rue had printed Kenyan currency since independence, and P#34 continues that unbroken relationship. The 1000-shilling denomination was the highest in circulation at the time — a note that most ordinary Kenyans rarely handled.
