Ecuador's Banco Central was founded in 1927 under pressure from the Kemmerer Mission, the American financial advisory team led by Edwin Kemmerer that restructured monetary systems across five Latin American countries during the 1920s. The 1997 commemorative marked seventy years from that founding — issued, with some irony, just three years before Ecuador abandoned the sucre entirely and dollarized its economy in 2000 following a catastrophic banking crisis that wiped out savings across the country.
