Yepes issued cardboard emergency currency during the Spanish Civil War, when the Republic's central government could not guarantee coin supply to municipalities cut off from normal distribution channels. These local emissions — cartones moneda — were authorized at the municipal level out of necessity, not policy, and most saw intense local use before being discarded or destroyed. Survival rates are low precisely because cardboard was never meant to last.
