The BCEAO issues commemorative gold miniatures under a licensing arrangement that has nothing to do with the monetary needs of its eight member states — these are sold directly to collectors, primarily through European distributors, and never circulate. The Petra issue is one of a series of world-heritage themed pieces struck in this format, produced almost certainly at a European private mint rather than any facility in the franc zone itself.
