Niuafo'ou is a Tongan island, not Samoan — which makes its appearance on a Samoan issue worth noting. The coin almost certainly belongs to a privately commissioned novelty program, where an issuing authority licenses its name to a distributor producing collector pieces with minimal connection to the named geography.
