Niuafo'ou is a Tongan island, not Samoan — which makes its appearance on a Samoan issue worth noting. The coin almost certainly belongs to a privately commissioned novelty program, where an issuing authority licenses its name to a distributor producing collector pieces with minimal connection to the named geography. "Steel (Paper colorized)" as a composition confirms it: this is a steel core struck with a paper inlay, a format used almost exclusively in themed collector sets with no circulation intent.
