Monaco's euro coinage presented an immediate political complication: the principality is not an EU member, yet its longstanding monetary union with France required a negotiated special arrangement allowing it to issue euros in strictly limited quantities. The 2001 issue coincided with Rainier III's 52nd year of reign — he had taken the throne in 1949 and would die in April 2005, making this the only Monaco euro cent series to bear his effigy before his son Albert II succeeded him.

Total authorized mintage across all Monaco euro denominations was capped by agreement with the EU, keeping annual production figures well below those of any eurozone sovereign state.
