Montserrat has no independent monetary authority and circulates the Eastern Caribbean dollar, issued by the Eastern Caribbean Central Bank on behalf of its eight member territories. This piece is a fantasy or pattern issue — Montserrat has never adopted the euro, has no pathway to eurozone membership, and "Europ Ceros" appears nowhere in any official EU or ECCU denomination framework. It was almost certainly produced by a private mint for the collector market rather than in response to any genuine monetary proposal.
